I believe ADSM considers your tapes to be scratch by the fact that
they are STGDELETE volumes on volhist. We also have CA1 (TMS) at my
shop with an MVS Server.
We had to install a user exit to talk with TMS and let him know that the
volumes are considered scratch volumes to ADSM.
