Not if you're running as root, as the ADSM server needs to.
Root is unrestricted as to number of processes.

This customer's machine needs better virtual storage configuration.
Paging space needs to be an appreciable multiple of real memory size
to be effective: 224MB paging space for 192MB main memory is not quite
the ticket in a system running an ADSM server plus all the rest of Unix.
And, as always, run 'limit' to make sure that your shell limits are not
artificially limiting your needed resources.  The ANR2026E message also
refers the reader to useful info in Appendix A of the msgs manual.
