Volumes not changing to access read-only after "move media"

Hi all,

After issuing move media to a volume with "access=readonly" parameter, volume is being checked out but stays in read/write condition.

The command i am running-
MOVE MEDIA * STGPOOL=COPY_POOL_ARCH3_OFFSITE WHERESTATUS=FILLING,FULL ACCESS=reado
WHERESTATE=MOUNTABLEInlib OVFLOCATION='Offsite ' REMOVE=BULK APPEND=NO
checkl=no

Any suggestions?
