TSM forgetting about its DB backup volumes

Two AIX boxes running TSM 5.5 against two TS3500 libraries. The libraries have a mix of LTO1 and LTO4 drives with the old LTO1 drives being used excluively for database backups. Each of the AIX boxes runs a library manager instance and then additional TSM instances as well. Database backups are supposed to be kept for 7 days, with reuse time set to 10 days and the daily maintenance script deletes the volume history for all stuff over 60 days and dbbackups over 10 days.

The problem is that the volume history for the library managers has a number of LTO1 tapes marked as remote going back as far as January 2009. However the individual TSM instances don't appear to have any records about the volumes.

The question is how do I make these tapes go back to scratch so that I can safely remove them from the libraries. Alternatively how do I make the library manager instances forget about the tapes completely so I can manual eject the tapes from the libraries?
