TSM Export Node version 8.1.1.1

using the export node command to tape, with options scratch=no and vols=xxxxxxxx,xxxxxxxx. loads the first volume without issue. however, message 'EXPORT NODE: Transaction failed - storage media inaccessible.' There are plenty of scratch tapes I have used the scratch=yes with no volumes and received the same error. I am wondering if anyone else has had this issue.
