Steps to check are,

open the management console of Exchange server and click the tree structure and check whether that you can see the mail boxex.

Open the TDP for Exchange GUI and click the tree and check that you can see the full tree structure.

If its not happening check the domain server is up and all the servvices in exchange servers are running fine.

Thanks for the reply. The issue turned out to be;

Can only restore mailboxes to recovery point using tsm while keeping exchange up.
Had to stop exchange, restore entire info store over the top.
Had to wait for public folder to re-sync from the public_folder_name.sid

You can only recover mailbox stores to a Recovery Storage Group. You cannot restore a public folder store to a Recovery Storage Group because that action is not supported. The methods that you use to recover a public folder store in Exchange Server 2003 are the same methods that you use in Exchange 2000 Server.
