Can you show the command witch you use for checkin tapes?
Also output from q libvol will help to understand what happening.

"...some of my newly checkin scratch tape become private..."

Since there is a mention of new tapes that were checked into the library.
More than likely the TSM Sever does not recognize the internal label. Any new tapes, need to run the label libv command.
Check out the new tapes with "checklabel=no".
Once the new tapes are checked out, run the "label libv" command this will label the tape and check the tape in as scratch.

Good Luck,
Sias

Agreed as above, new tapes need to be labeled first, once they are lableled and known to TSM u can use checkin

Comand is correct.
This command add new tapes from library entry/exit ports, label tapes with owerwrite existing label.
Now you have four Scratch tapes.
