ODBC Access to TSM 6.3

Dear,

Did the driver installation (v9.7fp6_nt32_odbc_cli.zip) on windows server (not the TSM Server 6.3), and I'm trying to make the connection to the TSM Server via TSM ODBC DB2 but I can not, is attached errors.

Where can I enable the port 51500 to communicate?
