ISC Win32 Executable File

I just downloaded the ISC install file for Windows (ISC_v6-0-0_win32.exe) from IBM site, and it just doesn't work. When I click on it, nothing happens. Thought the executable is corrupted, and downloaded it again. Same thing happens.



Is it because I don't have 512 MB free? But I don't think it needs 512 MB free for installation, it needs it for running only...



Any ideas?
