Hi, I have been trying to figure out if open file is needed in order to do a system state and config restore? Not to much out there that I have found yet.

Is open file needed for SYSTEM STATE RESTORES?

No, open file support is not needed for system state restores. TSM grabs the system state copy on startup and saves it to an alternate directory (adsm.sys). When you restore it, it will then ask for a reboot and apply the restore on startup. It in no way requires open files support to work.
