Image Backup/Snapshot error

I am getting the following error message when trying to do an image backup either via GUI or command line. The backup sits there for about 5 minutes and then kicks out the error message. Any recommendations? My Server and TSM specs below.

05/10/2007 18:40:16 ANS1259E The image snapshot operation failed. Diagnostic text: tsmInitializeSnapshot.
05/10/2007 18:40:16 ANS1228E Sending of object '\\imx14\e$' failed
05/10/2007 18:40:16 ANS1347E The image snapshot operation failed. The percent of space to use for the SNAPSHOTCACHELocation, specified via the SNAPSHOTCACHESize, has been exceeded.

TSM Server - TSM 5.3.2 on AIX Unix servicing about 400 clients
TSM Client - TSM 5.3.4.12 on Windows 2003 Enterprise w/SP1. TSM client has all compenents installed.

E drive is 1.4 TB in size with 45% in use by about 20 million small files that are very static (never change).

I have tried changing SNAPSHOTCACHESIZE from 10, 20, 35, 60 and 100 with no luck. I also:
1. Turned off Anti-virus.
2. Turned of Diskeeper.
3. Have nothing in Eventlog reporting a problem.
4. Image backup of D drive (5 GB with 2.5 GB data on it) working just fine.
5. Plenty of available memory (8 GB total on server). PAE is enabled.
 
where is your SNAPSHOTCACHELocation? where do you store your cache?
on the same drive?

have in mind that the SNAPSHOTCACHESIZE is the value in percent of the total size of the volume being backed up!
just FYI it will store the OBF file (Old Blocks File): the older blocks of files which have been changed during the Image Backup
