We have been running backups for longer than our retention but no exchange backups are expiring. We do not run VSS backups. What controls expiry here? mgmt class set to 6 months, client can delete own backups and archives. am i missing something obvious?

Exchange TDP - expire backups

The management class and a regular expire inventory process should take care of this.
Just make sure that the retention period has not been specified as "no limit" for last version of the data.
