Can't delete journal DB

I'm trying to delete the journal DB on an MS cluster. On both cluster member servers, all TSM-related cluster resources and corresponding Windows services are turned off. No TSM related processes (that I know of) are running. But Windows says the journal files are in use when I try to delete them. Is there something else I need to look for that could be locking these files?

That's my problem, there is no journal service active. Everything related to TSM is off and disabled. I've deleted journals in the past by just stopping all of those services, but this time something is hanging on.

No, I'll probably have to let this go until it reboots Sunday night.
