In windows envmt,Is there any possibility to restrict the restore and take ONLY backup.

Since the System Account does the backup any file a use does not have permission to access cannot be restored. So any user on the machine who logs into the TSM GUI or command-line would not be able to restore any file he/she cannot currently access.

Not exactly what you want but maybe it helps: you can use the SESSIONINITiation node parameter. With the value 'SERVEROnly' you can execute backups and restores from the server only. TSM GUI or command-line will be unable to initate a session.

This may not work with TDP backups as it is always initiated by the client (command).
