"ANS1448E An error occurred accessing NTFS security information" during W2K TSM Backup

Has anybody seen this error - "ANS1448E An error occurred accessing NTFS security information"? This is a Windows 2000 server with TSM client 5.1.2.6. It only seems to occur to a single file application installed file. I have tried moving the scheduled backup start time, thinking the file was in use, but that has had no affect.
