1. How to start DB Backup if TSM server is not running.

Not possible.
The TSM Server need to be running in order for you to log into the application to issue the backup db command.

Why is the TSM Server not running?
Did the TSM Server crash?
Did we stop the TSM Server?

2. Suppose One TSM client is crashed and we want to restore one excel file. How you will restore

Restart the TSM Client and issue restart restore to see if there is a restartable restore.
