You will need a lot more tapes because free space can't be reclaimed until ALL files are expired on a given tape. Depending on how much data you backup nightly and how many scratch tapes and filling tapes you have will determine how long you can run this way.

I have to delete the tape to free up space and so I am losing data.

You could use the "move data" command to get the TSM Server to move any valid data on to another tape volume.

You could do a move data back to the disk pool to put them scratch, and later will be migrated back to tape. But that's a lot of manual work considering it could be handled automatically if you had 2 drives or a reclaimpool.

Opps, I missed the part of not able to use one of the tape drive.

If you have enough disk space.
Define a primary stg pool with a devclass of file, then move the data from the tape to the file devclass.
Same concept with space reclamation with one tape drive.
