Exceptions to an exclude list is also known as an include
list.
For example, if you want to Exclude the entire D: drive,
but you want to backup D:\backup directory, your exclude list would have D:\ and
then your Include (or Exception to Exclude) list would have
D:\Backup.
I can't help with why excludes are intermittent for you,
though I would double check they are all setup properly, right policy, spelling,
etc.

I am trying to figure out why some of my Windows FlashBackup clients have their
excludes ignored and others don’t. I was under the impression that you can have
exclusions even when using FlashBackup. I noticed the following statement in the
Advanced Client Sys Admin guide – “FlashBackup-Windows policies do not support exceptions
to client exclude lists.” I’m not sure what “exceptions to exclude lists” are. I
am running 5.1 MP6 on my clients.
