I would like to thank everyone that has tried to help with this problem.
The culprit, as point out by Scott, was there was no bpcd entry in
inetd.conf . After putting the line back in place the backups fired
right up. On further investigation it looks like a co-worker placed a
cluster patch the solaris server which seemed to have overwritten the
inetd.conf as well as the st.conf file.

Again thanks for all the help

On page 174 of the troubleshooting guide it says:

6. Verify that the master server can communicate with the bpcd
process on the server that has the storage unit.

a. Verify that bpcd is listening . . . .

b. . . . .

c. If the cause of the problem is not obvious, perform some of the
steps in the "Resolving Network Communication Problems" on page 21.

On one of my 3.4 servers I have those enties (they do seem to be the
entries added when you config the box to be a client) and it does
respond to the netstat -a | grep bpcd

Like I said before netbackup doesn't do much without the network so this
could be an issue. Are you able to add these entries and do a reboot?
I might try this first . . . I think because the master must not be able
to talk to the storage unit?? I think this is worth a try . . .

root@argus2:/# netstat -a | grep bpcd

      *.bpcd *.* 0 0 24576 0
LISTEN

1) Those entries exist on the CLIENTS, but no on the backup SERVER.
Should it exist on the server as well?

2) bpcd is not listening at all, it does not show in netstat -a. I
verified this earlier.

3) # bpclntcmd -server backup
host backup: backup at 10.140.104.45 (0xa8c682d)
checkhname: aliases:

This is running the command from the backup SERVER. I also ran it from
a client and got the same output.

4) No I can not backup the backup server either, the Netbackup backup
does not run.
