We had this exact same issue last year and have worked painfully with
Veritas for many months to get this problem resolved.

I can say, that after more than 12 months as a critical issue within
Veritas, that we are no closer to a fix than you are right now.  However, as
a work around, we found that replacing the file list directive
ALL_LOCAL_DRIVES with / will cause the backups to get more than just the C:
or D: identifier and actually back up files and directories on the disks.

This all comes down to OTM and how it returns drive information during the
start of a backup.  Another work around would be disabling OTM.
