I think at least some of the issue is HBA depended.
I am told that you can make persistent binding on emulex on NT/W2K.
I know from experience that Qlogic 2200 on NT dosn't have this feature.
I will be very interested if you find a solution HP-UX.

There is a symptom any time a Fibre Channel Tape Drive replacement or a
Brocade Port change,
The OS ( NT, HPUX ) scan the tape drives that map "new drives" with a new
Tape WWN or a new Brocade Switch number.
The side effect of this scan is that the Device configuration are changed
or
swapped.
I am working in a large environment with 25 Fibre Channel drives and any
change of drives or SW port reflect on changing the Device configuration.
I heard that there are solution for binding for NT. someone can explain
from his experience?
What about the solution on HPUX ?? someone implement a binding solution on
HPUX ????
