I am pretty sure that savefs will only report what the system will see.

If the configuration is supposed to backup everything, it would be worth to 
check whether a manual backup of C: will be possible.

Next step would be that you explicitly specify the C: drive (instead of 'All') 
and check what error NW will come report.
