The nsrclone command is run on the NW server, which is where I want both
the read and write volumes mounted, yet I can't force this to happen.

What version of NW are you using? Is the nsrclone command being run on
the nsrserverhost or on the client? I believe the clone storage node of
the system where the nsrclone command is running is the one that matters
(if the source tape/device is not already mounted somewhere).
