No.  Think of 'relabeling' as being roughly equivalent to 'erasing'. 

Relabeling will write data to the beginning of the tape.  Virtually
every commercial tape drive will refuse to read data beyond the end of
the newly-written section.  While older data may be on the tape past
that point, accessing it would be difficult.  'scanner' wont help
because you can't get the data to it.

If the data was important, consider sending it to a recovery shop.  They
would have special hardware and software to access the data.  If it was
a simple relabel and hasn't been used since, it would be very likely
that they could recover it.
