When all save sets on a volume have expired the volume can be made
recyclable, as you correctly understand. However this only happens when
nsrim is run. If you wish to force the volumes to become recyclable
without waiting for nsrim to run the next time, you can just run it
yourself. You could schedule it from cron if you want to run it more
frequently.
