There are two options I would suggest.
You could run an audit of the library using the audit library command in TSM.
You would want to run this with no tapes being mounted in the drives.
If you are unable to perform the audit at this time then try a checkin command
to scan the library with the search option. When you specify the state make
sure you specify it as scratch, if a tape is know as private it would not be
made scratch but it would work vice versa.
For the full syntax on the checkin use the help screen - help checkin libvol
Checking the console log while you perform these commands would help in
identifying the problem.
