Sorry for the false alarm.  Another admin was doing the installs and I did not 
initially question the work.
TDPSQL error ACO5716W can also be caused by the dsm.opt file not being present 
in the TDPSQL directory.
The text of the message indicates the API is not installed, but does not say it 
cannot find the dsm.opt file.

You mention that the API does not install, but you don't say how you know
this. What makes you think it isn't installed? If it was just that you
didn't see the files, in 5.5 the API will install underneath C:\Program
Files\Common Files.
