I tried this 2-ways on one Domino instance.

"incremental" did nothing.
"selective" forced a backup

Did you try this?

     domdsmc incremental mtdata/mtstore.nsf

If "mtdata/mtstore.nsf" no longer exists, the above command should
inactivate it.
After that, try rerunning the "domdsmc inactivatelogs" command again.
