Command fails in CMD mode, if I put
"C:\.........................................................".
It is not working from scheduler as well.

Shouldn't the whole command be in one set of double quotes, instead of
breaking into separately quoted line elements?
Beyond that, assure that the command actually exists as written, and
look in the logs for indications of the problem.
