See the 'Protecting the Server' portion of the TSM "Administrator's
Guide". In particular, see the scripts in the sample disaster
recovery plan file. Even if you do not plan to use the DRM (Disaster
Recovery Manager) feature of TSM, the sample file is a good
illustration of the steps required to recreate a TSM server from
backup media.

Note that the sample file presumes that the hardware for the
replacement TSM server will look just like the hardware for the
original TSM server. It creates database and recovery log volumes
in the same locations, and with the same sizes, as the volumes
on the original server. It uses a copy of the original server's
device configuration file to figure out how to mount and read
the volumes holding the TSM database backup.
