Rodney, your memory is good...
The TSM 5.1 Technical Guide redbook shows the API install emitting
message:

 The following files are being installed with setuid and/or setgid
 permissions:
   /opt/tivoli/tsm/client/api/bin/dsmtca <setuid root>
   /opt/tivoli/tsm/client/api/bin64/dsmtca <setuid root>

Note that there are some similar causes of the TSM API 138 return code,
such as in IBM Technote 1227094.
