Remember to Read The Fine Manual. From the TSM Message Manual, page 984:

Table 5. Common Values for ASC and ASCQ Codes
ASC    ASCQ   Description
0x15   0x01   Mechanical positioning error

It looks like you're getting a mechanical failure of some kind. You need to 
call IBM hardware support and get a tech sent out to you.
