This may depend upon what you are archiving... A very large file will likely
span volumes, and TSM has traditionally not updated volume statistics until
the aggregate or large file has been completely written (to its final
volume).  So if you perform the query as the operation is still writing
the file, that spanned-from volume will still show Filling rather than Full.

If the query was done after the Archive had completed:
I seem to recall that there were tape drive microcode issues which could
contribute to this kind of effect.
