Synopsis: only two of four 3494 library drives in use; mountlimit okay.

Gary - Have a look at "Drives, not all in library being used" in
       http://people.bu.edu/rbs/ADSM.QuickFacts for things to try.
I presume you have only one Devclass definition and thus a single
Mountlimit in play (which has a good value).
