We found through documentation and experimentation, the basics of restores
for:

Win2K - install raid software,etc as needed, install a bare OS and TSM
client, restore data, then restore the system state,
reboot and join the domain.

NT - install raid software, etc as needed, install a bare OS into a
different directory than usual (like c:\WINNTDR ) and the TSM client.
Restore all the data, then the system state, reboot.  Reboot and join  the
domain. Once connected and it is running, remove the c:\WINNTDR directory
and all contents.

This does not restore all the normally logged in user profile kind of
information, but it gets the machine up.

I am looking forward to hearing / seeing others suggestions on how they do
it and / or how to improve this technique.
