Have you tried restarting the copy service server through the GUI?

I don't know much about ESS R3 but I have worked with Copy Services.  Can
you try a test connection to the Copy Services server from the system
involved?  I know it is a command available with the esscli.

I have verified that the network  is OK and the parameters in initSID.fcs

SHARK_SERVERNAME_PRIMARY , SHARK_SERVERNAME_BACKUP , SHARK_USERNAME  are OK
too.
