Check for the following

Netstat -p tcp
Netstat -p ip
Netstat -D
Netstat -m

This will give you some idea on how ur network is functioning.Check ur
netmask and default gateway how is they are doing on n/w.

If ur server is on different n/w
Then try traceroute xx.xx.xx.xx IP of TSM Server
May be ttl is not ok and many hops may be there to reach the server.
