Joe,

Starting with TDP for SQL version 2.2 and
continuing on with the latest release, 5.1.5,
it works in the same manner as standard
TSM policy management.

The User's Guide covers this pretty well in Chapter 3
in a section called: "Tivoli Storage Manager Policy
Requirements and Recommendations".
