volumes belong to a storage pool.

Use the DEFINE VOLUME command to assign a random or sequential access volume
to be used for storage
within an existing storage pool. You can define a volume to either a primary
storage pool or a copy storage
pool. You must define each volume to be used in a storage pool, unless you
allow scratch volumes for the
storage pool.

Have you been able to label tapes?
have you used three tapes ?
you may need to increase your scratch volumes.

It has been a long time since I have used a manual library.
