Check the value of reusedelay on the pool in question.  Perhaps you've asked
*SM to not reuse the tapes for some period of time after reclamation.  This
is typically done with copy pool tapes to allow new tapes to be moved
off-site before reclaimed off-site tapes are moved back.

q stg f=d and look for the value of reusedelay.  Typically, for primary
storage pools set this value to 0.
