I speculate that there are two reasons:

1) ES/390 software is priced on a completely different model than Unix and PC
   software.  The model is typically based on the "size" of the box on which
   the software will be installed.

2) Tivoli is a distributed systems managment company.  Mainframes are, almost
   by definition, central machines.  Since Tivoli doesn't play in this arena,
   having them handle sales to mainframe sites is Value Subtracted.
