Installing Clinet for Windows v3 Errors

We are looking for a resolution to a problem we are getting with silent
installs and Windows 95.  On some machines (Portables and Desktops) we are
getting and error:

_ins0432 caused a page fault in module kernel32.dll at memory address
0137:bff978e9

This is only happening on Windows 95, portables and desktops, and all
machines are configured very close.
Microsoft, Novell, IBM have all turned up nothing.
