Cute solutions to the problem and I may consider implementing one of them.
Unfortunately, if one's intent is to get back all their tapes with
reclaimable space >= 60 % (in our case), this gets back more tapes in a
given reclaim window but is still going to leave some behind. Still an
improvement, however.

I would hope that the eventual fix would involve the ability to have
multiple reclaim processes running simultaneously against the same storage
pool. DFHSM recycle processing does this (there, a challenge !).
