We also have this problem. The REG LIC command does not fix the problem.
It's urgent to do something as we pass to level V3R1M1F1 for the ACSLS support

Hi Reinhard,
I had the same with the DRM. Just issue the command: REG LIC FILE(advdev.lic) 
through the ADSM Administrator Commandline interface.
This should solve your problem.
