You can NOT perform reclamation between 2 3590 B11s.  As you note, the
B11s are single drive psuedo libraries.  We are aware of this requirement
and are looking at some possible solutions for the future.  For now, you
can consilidate partially filled volumes in a couple ways.  If you have
2 3590 B11s, you can link them together to form a hierarchy and then
occasionally, schedule MOVE DATA commands for partially filled volumes
in the lowest (last) level to move that data back up the hierarchy to
the other 3590 B11...then let adsm automatically migrate data as needed.
You can also use a disk storage pool in the same manner...ie, occasionally
perform MOVE DATAs from partially filled tape volumes and move the data
to a disk storage pool and then let adsm migrate back to tape (but now
they will be full tapes) as needed.  This 2nd setup is about your only
option if you only have 1 single drive library...hope this helps...
