if you want to have the old unreachable propagation (of version 7.1.2 and
lower)
then maybe the APAR IY37316 is what you want:

"...
Allows user to disable Unreachable status propagation in ovw.

If the environment variable
                OVW_NO_UNREACHABLE_PROPAGATION=1
is set in ovw's environment, symbols with Unreachable status
will not contribute to the calculation of compound
status. If the variable is not set, the default behavior
(propagate Unreachable as Marginal) will be used.
Unreachable status will still be propagated if ALL symbols in the
child submap are Unreachable, regardless of the variable
setting.
..."

This variable is available after applying FixPack1 for NetView V713.

I have NV 7.1.3 running on an AIX 4.3.3-10 test box and have been informed
that the new Propagation of Unreachable Status is a non-positive feature.
I
concur, especially when I ack a down interface on the R/W map and the
parent
node(s) remain marginal.

Has anyone come up with a good work around to rectify this aberrant
behavior?
