Call Veritas. If you're maintenance is up-to-date, they will send it to you.
I just upgraded to v5.1 a couple weeks ago.

There's a great thread ("v5.0 or 5.1?") on this subject over just the
past few weeks on this mailing list . So far, 5.0 has had the
maintenance packs (MP1, MP2 & MP3), but 5.1 should be getting one later
this month. v5.0 comes ready to corrupt one of your NetBackup DBs, so
you must remember and know to apply a patch before you even start it.
v5.1 does not share this feature, and by all reports is much better
behaved. I'm currently at v5.0MP2 and will skip MP3 to go to v5.1 when
its first MP comes out. Is that prudent or best? I don't know. Maybe
v5.1 was a giant waste of Veritas (our) money; maybe it was there in
case v5.0 really got a bad reputation, or maybe there is a plan. I wish
Veritas would make their intentions on v5 releases better known.
