Without seeing the scripts it is difficult to pin point the cause. There are
several things you can do to isolate the problem:
1)      Run the Oracle script (as Oracle) manually and see it a backup
starts.
2)      Run the NetBackup script (as root) that calls the Oracle script and
see if a backup starts.

If both of these work, but starting from NetBackup doesn't, make sure that
all command and shell calls are fully qualified.
Also make sure when running the above two scripts that there is NO output.
If there is then redirect it.

Other things to look for:
1)      Is the database in Archive Log mode?
2)      Are you running it with a backup catalog and is that defined?
