What kind of server are the tape drives hooked up to?
If solaris or other unix, check your messages file, maybe a hint there,
and turn on verbose logging, and create the directories in
/usr/openv/netbackup/logs as specified in README.debug (found in that
dir).
I think the bptm log files may be helpful
