Microsoft has an article on this in TechNet - Q139822 "How to restore a
backup to a computer with different hardware".  It shows you how to restore
everything but the hardware specific information in the registry.

In the event of a major disaster, we would build a new NT server, reinstall
applications and restore all data files. However,
this would not restore the local users and user groups. It is not possible
to simply restore the SAM file held in
C:\WINNT\SYSTEM32\CONFIG as the SID of the two servers will not match.
